The concept of 'real legal certainty' provides a much needed corrective to the general attention for legal certainty in this day and age. It emphasises relations between citizens, adds socio-legal insight, provides a 'view from below, ' and thus leads to more realistic insights on how to build state institutions. The concept was introduced by Leiden University's professor of Law and Governance in Developing countries Jan Michiel Otto, and can be considered a central pillar of his work. Against the backdrop of an ever-increasing interest in 'legal certainty' in policy-making and academia, friends and colleagues of Jan Michiel Otto engage with the concept provide a wide variety of examples of its relevance. Drawing on case material from all over the world, they show how real legal certainty can be understood in a bottom-up manner and how it is relevant for building state institutions. They also show how the concept can gain in relevance by taking into account actors other than the state. In all, the edited volume is important reading for all whom share professor Otto's interest in what it takes to bridge law in the books and law in action.

The aim of this volume is to open up new perspectives and to raise new research questions about a unified approach to truth, modalities, and propositional attitudes. The volume's essays are grouped thematically around different research questions. The first theme concerns the tension between the theoretical role of the truth predicate in semantics and its expressive function in language. The second theme of the volume concerns the interaction of truth with modal and doxastic notions. The third theme covers higher-order solutions to the semantic and modal paradoxes, providing an alternative to first-order solutions embraced in the first two themes. Despite the imperative for change in a world of persistent inequality, racism, oppression and violence, difficulties arise once we try to bring about a transformation. As scholars, students and activists, we may want to change the world, but we are not separate, looking in, but rather part of the world ourselves. The book demonstrates that we are not in control: with all our academic rigour, we cannot know with certainty why the world is the way it is, or what impact our actions will have. It asks what we are to do, if this is the case, and engages with our desire to seek change. Chapters scrutinise the role of intellectuals, experts and activists in famine aid, the Iraq war, humanitarianism and intervention, traumatic memory, enforced disappearance, and the Grenfell Tower fire, and examine the fantasy of security, contemporary notions of time, space and materiality, and ideas of the human and sentience. Plays and films by Michael Frayn, Chris Marker and Patricio Guzmán are considered, and autobiographical narrative accounts probe the author’s life and background. The book argues that although we might need to traverse the fantasy of certainty and security, we do not need to give up on hope.

La sécurité juridique est un des principes de l'État de droit. Elle est servie par la fonction normative qui tend par définition à programmer l'avenir ; l'ordre juridique n'a de cesse d'y recourir formellement ou non. L'intensité de la contrainte normative est variable, si bien que la prévisibilité de l'application du droit n'est pas constante. Tel est l'objet de la première leçon. La deuxième leçon porte sur l'appréciation concrète dans l'action administrative individuelle et sa compatibilité avec le projet de prévisibilité du droit, d'égalité et de lutte contre l'arbitraire. À la troisième leçon, le changement de la règle défie la sécurité juridique. La sanction est au coeur de la quatrième leçon.
